Serey Fundraising Policy

1. Purpose of This Policy

This Fundraising Policy explains how fundraising activities operate on the Serey platform. It outlines the roles and responsibilities of Serey, fundraisers, and contributors, as well as how funds are collected, distributed, and managed. The purpose of this policy is to ensure transparency, trust, and compliance while protecting all parties involved.

2. Role of Serey

Serey is a technology platform that provides digital infrastructure to enable fundraising campaigns. Serey does not act as a charity, trustee, escrow agent, financial advisor, or legal advisor. Serey does not guarantee the success of any fundraising campaign or the use of funds by organizers.

Fundraisers are solely responsible for the accuracy of their campaign information, compliance with applicable laws, and the proper use of funds raised.

3. Eligibility to Fundraise

To create a fundraising campaign on Serey, organizers must:

  • Provide accurate and truthful information
  • Have the legal capacity to receive and manage funds
  • Comply with all applicable local, national, and international laws
  • Not engage in prohibited, fraudulent, or misleading activities

Serey reserves the right to review, approve, reject, suspend, or remove any fundraising campaign at its discretion.

4. Fund Collection and Distribution

Funds contributed through Serey are collected via supported payment providers. Once successfully processed, funds are allocated to the fundraiser according to the campaign terms.

Serey does not hold funds on behalf of fundraisers longer than operationally necessary, except where required by law, fraud prevention procedures, dispute resolution, or payment provider rules.

5. Platform Fee

Serey charges a 4.9 percent platform fee on the total amount successfully raised through each fundraising campaign.

This fee is deducted automatically before funds are transferred to the fundraiser. The platform fee is used to support:

  • Platform infrastructure and hosting
  • Security and fraud prevention
  • Product development and maintenance
  • Customer support and operations

The platform fee is non-refundable once funds have been successfully processed.

6. Payment Processing Fees

In addition to Serey's platform fee, payment processing fees may be charged by banks, payment gateways, or financial service providers. These fees are determined by the payment provider and may vary by country, currency, and payment method.

Serey does not control payment processing fees and is not responsible for changes made by third-party payment providers.

7. Use of Funds

Fundraisers are solely responsible for how funds are used. Funds must be used in accordance with the purpose described in the campaign.

Serey does not monitor or enforce how funds are spent but reserves the right to investigate misuse, misrepresentation, or fraud. If misuse is suspected, Serey may suspend accounts, freeze payouts, or cooperate with authorities where legally required.

8. Refunds and Chargebacks

Contributions made through Serey are generally non-refundable unless otherwise stated in the campaign or required by law.

In the event of chargebacks, disputes, or reversals initiated by contributors or payment providers, Serey reserves the right to recover the disputed amount from the fundraiser. Any related fees or penalties imposed by payment providers may also be deducted from the fundraiser's balance.

9. Campaign Suspension and Termination

Serey reserves the right to suspend or terminate fundraising campaigns that:

  • Violate this policy or applicable laws
  • Contain false or misleading information
  • Pose legal, financial, or reputational risk
  • Involve prohibited activities

In such cases, Serey may withhold or delay fund transfers pending investigation.

10. Transparency and Disclosure

Fundraisers are encouraged to communicate openly with contributors and provide updates on campaign progress and outcomes. Transparency helps build trust and strengthens the Serey ecosystem.

Serey may require additional disclosures or documentation for certain campaigns, especially those involving large amounts or regulated activities.

11. Limitation of Liability

Serey is not liable for:

  • The actions or omissions of fundraisers
  • Campaign outcomes or failure to deliver promised results
  • Losses arising from misuse of funds by organizers

Use of the Serey fundraising feature is at the user's own risk, subject to applicable consumer protection laws.

12. Policy Changes

Serey may update this Fundraising Policy from time to time. Changes will become effective once published on the platform. Continued use of the fundraising features constitutes acceptance of the updated policy.
